How Seriously Does Trump Take the State Department?

Tough to say... he's got the Secretary of State meeting his master in Russia:

Donald Trump’s secretary of state arrived in Moscow for high-level meetings with Russian officials — and promptly ditched his press pool of American journalists before an announced meeting with Russian President Vladimir Putin...

It must be so critical that's they're making it top secret. I bet they're having discussions about how they can make life better for all of the people of the U.S., Russia, and Syria, and to bring world peace. HA! I kill me... They're plotting to steal trillions of dollars. Well, I guess that's important, in a sense.

In all seriousness, Trump has picked a #2 for Tillerson:

President Trump plans to nominate attorney John Sullivan to serve as the State Department's No. 2 official, the White House announced Tuesday evening.
Sullivan will serve as both deputy secretary of State and deputy secretary of State for Management and Resources, according to a White House announcement. He will only be paid for serving in one role.

I don't know much about Sullivan other than he's an attorney and appears to be someone of a kleptocrat (read his resume in the article), but the fact that he's being given two roles doesn't indicate that Trump considers the roles of any importance. Also:

Tillerson had wanted to tap Elliott Abrams, a veteran of the Reagan and George W. Bush administrations, for the No. 2 position, but Trump reportedly nixed the candidate after learning Abrams criticized him during last year's presidential race.

Abrams is terrible human being, but Tillerson wanted him and Trump went with the petty personal angle instead.

It appears our (non-Twitter) diplomacy is about making oil and gas money for Putin's and Trump's friends.
